Water Heater Installation in Albany, GA: Replacing a Tank Heater, From Permit to Inspection

Replacing a water heater is a decision made in a hurry, usually with a cold shower as the deadline. This page lays out what to decide, what the city requires and what a quote should cover, so you are not deciding all of it on the phone.

Same for same, or a different kind of heater?

The quickest replacement puts the same type of heater in the same spot. It is also the least disruptive, because the gas line, the venting, the electrical circuit and the plumbing connections already match. A different fuel or a different type, such as moving from gas to electric or to a hybrid heat pump unit, can be worth it, but it changes the scope of the job.

Ask these questions before the old tank comes out:

  • Do you want the same fuel, or is there a reason to change it?
  • Is the heater in a closet, a garage or a shed, and does that location work for the new unit?
  • Does a gas unit have a proper vent, and does an electric one have the right circuit?
  • Is an on-demand unit worth considering? That is covered on the page about tankless units.

If the existing heater is still working and the question is whether to fix it, start with fixing the heater you have. This page begins where a repair no longer makes sense.

Who pulls the Albany permit, and who books the inspection

The City of Albany issues plumbing permits through Development Services, at 240 Pine Avenue, Suite 300, (229) 438-3901. Its February 2026 list of issued permits includes residential plumbing permits for water heater replacements. One entry is a 50 gallon electric hot water heater replaced same for same, and another combines a water heater with a vanity fixture. The city's Development Services page says inspections are by appointment and the applicant has to arrange them.

A permit that goes six months without an inspection turns void, and reactivating it means paying the full fee again. Georgia adopted the 2024 International Plumbing Code with Georgia amendments effective January 1, 2026, according to the city.

Question for the plumberWhy it matters
Will you pull the permit, or am I expected to?A job done without a permit can cause trouble at a sale or with an insurer.
Who books the inspection, and when? The applicant has to arrange it, so find out whether that is you or the plumber.
Is the permit fee in the quote? It should be a line item, not a surprise.
What happens if the inspector requires a change?Ask who bears the cost of a correction.

What a complete quote lists

A quote that says only "install a 50 gallon heater" leaves out most of the work. The items below are where installations differ, and they are worth seeing in writing before a heater is ordered.

  • The heater: brand, capacity, fuel and the manufacturer's warranty, with the plumber's own workmanship terms stated separately.
  • New shutoff valves and flexible connectors rather than reusing worn ones.
  • A temperature and pressure relief valve, with a discharge pipe routed correctly.
  • A drain pan and drain line where a leak would damage a floor, for instance in a closet or an upstairs space.
  • An expansion tank, if the plumbing or the code calls for one. Ask whether yours does.
  • Venting and gas connections for a gas unit, tested before the plumber leaves.
  • Removal and disposal of the old heater.
  • The permit, and the inspection.

When quotes arrive, compare scopes, not totals. Our guide to plumbing costs and ranges explains how a lower number can simply be a smaller job.

Hybrid heat pump heaters: what changes

A hybrid heater uses a heat pump to move heat into the tank, with electric elements as a backup. It can use less electricity than a standard electric tank, and it comes with different requirements. It needs room around it and a source of air, it makes some noise, and it produces condensation that has to drain somewhere. Ask the plumber where the condensate goes, how much clearance the unit needs and whether the location will stay warm enough in winter.

A common request is to swap a gas heater for a heat pump model of the same size. That is a real scope change: the gas line is capped, the venting is abandoned, and a new electrical circuit may be needed. Ask for each of those to be listed.

Gas units and a smell of gas

Gas service in the city comes from City of Albany Utilities, which has its own gas department. A gas smell near a heater is an emergency, not a plumbing question: get everyone out first, call 911, and then tell the gas department. Never go looking for the source.

When a gas heater is replaced, ask for the gas connection to be tested and for the vent to be checked, and ask how the old unit's flue was found. A heater that was working before a replacement can have a vent in poor shape, and a new unit does not fix that.

Where the heater sits, and what hard water does to it

A heater in a shed, a garage or any unheated space is exposed to the next hard freeze. Ask for insulation on the supply and discharge pipes as part of the job, and know where the shutoff is. If a pipe does split, the first-hour steps for a burst pipe apply.

Local water is hard by the USGS's account of the aquifer, and scale shortens heater life, so ask whether a flush schedule or a softener makes sense alongside the new tank.

If you rent, tell the landlord or property manager before replacing anything and ask who authorizes it. Housing here is older, with a median build year of 1974, which can mean old shutoffs and connections that need replacing. Georgia plumbers hold a state license, and the state license verification page explains how to check one before work begins.
